  • This module introduces the concept of market-based mechanisms, which are increasingly being used in place of traditional command and control for environmental regulation and policy. The module uses introductory economics and optimization and duality theory to demonstrate that subject to some loose assumptions, cap and trade and emissions taxes can yield efficient environmental regulation. The module introduces the need for environmental regulation, includes some in-class discussions and demonstrations, and technical proofs of the efficiency of market-based regulation.
